I agree with the authors that the Governor, who does not have the proper training to evaluate a potential parole, and has shown no interest in paroling anyone should have the final say. 59 out of 2500 candidates represents less than .25% of the total population eligible. That figure tells me those in charge of the review process know what they are doing, the Governor should listen.

Amen! This is a logical, clear-cut way to address a real social justice issue in Maryland.

CC the great state of Georgia on this one, I want my cousin home.

Positive adult relationships are crucial to youth development. I love the small things you suggest in your post, they are great ways to start forming those bonds. Even something as small as greeting a student by name when you see them can be the difference between a youth attending school or not.

I especially love the idea of a neighbor walking a child to school. I think they could take it even further and create a walking school bus and take more than just one student to school. Adults can volunteer at their community school in an existing after-school program or start one on their own, even if it’s just one day a week. You can share your hobbies with youth—gardening, cooking, reading, etc. There are many nonprofits in Baltimore that offer mentoring and after-school and weekend programs like Baltimore SquashWise or Big Brothers Big Sisters.

I would love to hear other ideas about small ways we can make a difference in the lives of our Baltimore City students.

I agree with Diana wholeheartedly. Moving forward with the youth jail would be WAY more than a fiscal mistake.I strongly believe investing into and constructing a new juvenile detention facility would increase violence and arrests among Baltimore youth. We should be looking into alternatives and best practices for reducing recidivism!!

Teens should have legitimate jobs to survive? How about we allow all teens
a. to have a childhood
b. to maximize their education
c. have a social support and economic system that doesn't force Jack or Jill to work 15+ hours a week.
The maybe those drawn to drug trade for money , won't be.
If we don't, then those with affluence and privilege will just get more of an early advantage.

If you want teens to have an option to work to gain experience or an alt. education, that is different that working to eat.

I work for a program that provides these subsidized jobs to youth. I could not agree more and I'll be reaching out to Mr. Hickey to see what we can do here in Baltimore to do as the last reader says "change the mindset and hiring practices of the private sector."

Further, there are tax incentives for hiring ADULT veterans, disabled, convicts....none for YOUNG PEOPLE of any category. This would be an interesting topic to explore with legislators - but difficult with the unemployment rate so high for adults.

"Once the subsidy ends, however, so does the job. The youth can do everything right but still find themselves without long term employment."

This is the key and you stated it perfectly. My questions is, how do we start to change the mindset and hiring practices of the private sector?

I think this is a great idea! Would like to be part of the team to help think through how this could be further developed and implemented. The time is now...our young people need ideas like this to work.
