Monique L. Dixon, J.D., is the Director of the Criminal and Juvenile Justice Program of the Open Society Institute-Baltimore. She is responsible for developing, monitoring, and evaluating criminal justice funding strategies for OSI-Baltimore, which seeks to reduce the overuse of incarceration as well as its social and economic costs.
